South Texas College Policy Manual
The South Texas College Board Policy Manual serves to articulate a governance foundation for the College and is structured to provide the legal framework and local policies.
- Legal Framework are not board adopted, but are intended to be read in conjunction with Local policies. The legal framework summarize the law on a topic and contain citations to the statutes, rules, and case law. The legal framework has the designation "(LEGAL)" in the upper right corner of each page directly below the alphabetical code and repeated in the lower-left corner
- Local policies are unique and consistent with College practices and are adopted by the Board reflecting the board’s decisions outlining local board mandates regarding governing issues. Local Policies incorporate provisions in accordance with the College mission, vision, and Board of Trustee's decisions. Local policies are identified by the designation "(LOCAL)" directly below the alphabetical code in the upper right corner of each page and next to the code in the lower-left corner.
The separation of the legal framework and local policies serves to distinguish between the requirements of an extensive body of law and the policy determinations of the Board.
During the transition process, existing policies maintained in the South Texas College Policy Manual will be, retired, included in the new local policy manual, and/or adapted to a procedure.

Policy Owners
Each local policy has an assigned policy owner. A policy owner is responsible for assigned policies, including, but not limited to, amending and adopting policy due to a local district update or numbered update.
